The initial task for the Migration Advisory Committee is to produce shortage occupation lists for the United Kingdom, and Scotland, by August 2008 for use alongside the launch of tier 2 of the new points-based system for migration. These lists will comprise skilled occupations where, in the committee's view, there are shortages that can sensibly be filled by enabling employers to recruit migrants from outside the European Economic Area (EEA). A report by the committee on its consideration of these lists will be published on 9 September 2008. It will be made available on this website.
In the lead up to publication the committee published an interim report outlining its intended approach to determining which occupations should be on the list. At the same time the committee issued, through the report, a call for evidence in order to seek views on the proposed methodology and to invite evidence to be submitted on occupations that stakeholders believe should be included on the list. In broad terms the committee has decided to adopt an approach that brings together 'top-down' analysis of national level data and 'bottom-up' evidence from employers and employer organisations. The top-down evidence will be largely quantitative, based on analysis of national data sources. The committee welcomes quantitative evidence in particular, but will look at appropriate qualitative evidence too.
Both quantitative and qualitative evidence will need to address three key issues for an occupation to be represented on the list. These are, first of all, whether an occupation is 'skilled' at NVQ level 3 or above; second, whether there is a 'shortage' of skilled people to do the job within the United Kingdom and wider EEA; and, finally, whether it is 'sensible' for migrants to fill those occupations or job categories which are deemed to be skilled and where evidence of a shortage has been established.
The call for evidence in relation to our initial recommended shortage occupation list in August is now closed. However, the committee is committed to providing evidence-based advice to government on an ongoing basis. Evidence submitted by stakeholders is an important element of the evidence base on which the committee is working. We therefore encourage stakeholders to contact us to submit evidence when it is believed that an occupation should be added to the shortage occupation list.
The committee will review the shortage occupation list on a regular basis.
